Norway's direct marketing industry was dealt a major blow in 1998 when the Norwegian post decided to raise postal rates by 10% to 35%. The price increase resulted in a decline in mail volume, although the frequency of mailings increased, said a DM official. Another major issue affecting the industry is consumer privacy. While not a member of the European Union (EU), there is growing pressure to make Norway's consumer data protection laws in line with those of the EU.

The Bertelsmann Service Center, a direct marketing services provider in Poland, has transferred from a leased facility to a new 16,000-sq-m distribution and customer service center in Poznan, Poland. The new location is designed to meet the increasing demand in Poland for the company's services, which include package fulfillment, customer loyalty programs and lettershop services. The company's clients include book clubs, wholesalers and department stores.

E-mail marketers that are planning to target German Web shoppers should mind their manners for fear of losing their prospects and customers. A survey of 2,518 online germans revealed that 60% resented e-mails without subject headings. Other vexing issues for the Germans include follow-up e- mails, the informal way with which prospects, particularly women, are being addressed, the lack of salutation and no formal closing.
