Cyrk Inc has agreed to settle a lawsuit filed by the Dept of Justice in behalf of the FTC. The FTC said that the Gloucester, MA-based company violated its Mail or Telephone Order Rule when it failed to make timely deliveries and refunds in the sale of its 'Chubby' Beannie Baby. The proposed settlement, which calls for the company to pay $216,000 in civil penalties, is still subject to court approval.

Mailers expected that the U.S. Postal services (USPS) are issuing a new proposal for a rule clarification with respect to the differences between a personalized standard mail piece and a personal First-class piece. PostCom established the idea which centers on defining what is required to mail at First-Class rather than one that overly scrutinizes what may be mailed at Standard mail rates.
