A sample proposal for a one year, one option year of a performance bid is featured. Economic price adjustment problems, incuding labor and material requirements, are analyzed. Cost, price and profit adjustments are projected in budgetary terms. The economic price adjustment for direct labor costs alone leans toward those with a labor- intensive makeup rather than those with automation-intensive operations.

Article Abstract:

A situation involving transition costs is analyzed and solutions to the problem are outlined. The issue concerns whether to exclude or include transition costs in the evaluation of proposals. Arguments are presented in favor of both alternatives. Estimated cost figures are listed for each proposal that is offered. An impact analysis reveals who benefits from the inclusion of transition costs.

Part fifty-three of the Federal Acquisition Regulation (FAR) concerns forms to be used in acquisition. Three subparts to part fifty-three are explained. The use of certain words that might be misunderstood is clarified. Under certain circumstances the prescribed form is not adequate. Example circumstances are given. Revisions to FAR forms are explained.
