Boat sales in Northern California have slumped in 1999 although sales were increasing by 6% nationally. The Northern California Marine Assn mainly attributed the sales slump to California's new marine engine labeling requirement. Moreover, the state marine engine regulation allows water districts to set their own policies regarding which engines to allow in freshwater lakes and reservoirs. This provision, according to boat makers, results in inconsistent rules and confusion for freshwater boaters.
