Twenty bust cap limit as Major names day
Article Abstract:
Twenty London boroughs, Shire and Welsh counties and districts have exceeded the budget cap limit set for 1992. Legislation, which allows the capping of community charges and budgets, precludes identification of English and Welsh authorities for capping prior to Mar 1992. Secretaries of State are therefore time-constrained to get capping orders approved by Parliament as Prime Minister John Major has designated Apr 9, 1992 as General Election day. The Tories are expected to yield authority to Labour in the elections, and it is questionable that Labour leaders will implement Tory-set caps.

Future tense or future perfect?
Article Abstract:
Economic forecasters are fearful of an impending economic slump or stockmarket crash. Their fears are based on the 1992 worldwide recession which is expected to last for a long time. Political factors could lead to the manipulation of interest rates to reach zero levels, as in the US and Hong Kong. Arguments are presented for an alternative forecast, using stock market price-earnings ratio and yield in relation to inflation. A stockmarket crash similar to that in 1987 is predicted for the year 2000.

Personal pensions became available in the UK as of July 1, 1988. Those affected are the self-employed, those who cannot join a company scheme, and those who have the ability to stay out or opt out. Three fictional case studies are presented to illustrate the various options which are now available.
