Article Abstract:
An evaluation is made of the manner and results of implementation by the UK's Monopolies and Mergers Commission (MMC) of its mandate to oversee public entities as provided by Section 11 of the country's Competition Act of 1980. The MMC has recently been involved in monitoring privatizations which is an added responsibility. The entity's reports so far have been mostly on mergers and monopolies although those dealing with the public sector which come in the form of inquiries rank next in number.

Although many countries are working to make their accounting standards more compatible and convergent, the standards of some countries, such as Australia and the United States, actually appear to be diverging. The two countries' similar systems of government utilize significantly disparate styles of accounting due to differing philosophies regarding government accounting.

Article Abstract:
The provisions of the UK's Community Care Act that call for the separation of accountability for the purchase of health care from that of providing health service represent a major shift in the management and operational structure of the National Health Service. The new system could work best if incentives are given to all parties to perform accordingly.
