Chancellor of the Exchequer Nigel Lawson claims the 1989-1990 Budget meets the criteria laid down for the reform of Inland Revenue law which includes neutrality, equity, and certainty. However, the budget contains more than 85 pages of complex regulations that violate these principles in such areas as: tax relief for medical insurance for the elderly; deep discount security legislation amendments; and capital gains tax provisions. Two methods to reform the Budget process include separating the annual finance bill into political and technical components, or establishing a reform monitoring committee to ensure finance proposals meet specific criteria.
