Innovative programs and incentives by Mexican States like payroll deductions, tax exemptions, cheap sites, training costs, are attracting foreign investors. This is on top of proximity to the U.S. market and NAFTA duty free advantages.

Mexico benefited from NAFTA but when the U.S. economy declined, so did hers. President Vicente Fox is being urged to revitalize trade export and import, to improve collections, boost tax revenue, and bring down the fiscal deficit.
