The Department of Homeland Security (DHS) would announce by the end of August 2004 the name of three companies selected to continue programs that are aimed to convert military aircraft-protection equipment into systems for defending civilian airliners from shoulder-fired missiles. The issues involved as to whether to put defensive systems on airlines where cost is a major concern are addressed to judge, which proposals would be chosen for the Phase II.

Bell Helicopter Textron is increasing the payload of its 210 model, an all-new version of the venerable UH-1Huey hoping that the U.S. Army will select this model as its next light-utility helicopter (LUH). This model is already more powerful and cheaper to operate than the Hueyand and has a maximum weight of 10,500 pounds compared to 9,500 pounds for the older aircraft.

Members of a House Armed Services Committee panel stated that without substantial new investments in basic research, the U.S. rotorcraft industry would be unable to compete with European helicopter makers. In 2002, NASA decided to stop funding the rotorcraft research funding, while the European Union is increasing investments in rotorcraft research since 1987.
