Building management is a job taken seriously at the ultra-modern office complex Saltire Court in Edinburgh, Scotland. The new office complex created an entire building management team composed of a building manager, eight security guards, a janitor and a secretary. Chosen to head this team was former Royal Navy warrant officer Douglas Boocock. As Saltire Court's building manager, Boocock is responsible for ensuring that tenants are satisfied with the operation of the building's facilities. Boocock operates from the Saltire Court's sophisticated building management services room, which is equipped with computers and television display systems that allow Boocock to supervise virtually every inch of the building.

Scotland's private developers are more interested in investing in smaller projects than in the development of medium-to-large industrial facilities. The Royal Institution of Chartered Surveyors (RICS) in Scotland is concerned that if this trend continues, the country may not have enough industrial accommodation to attract foreign investors. A working party, formed by the RICS and participated in by the representatives of various sectors of the Scottish real estate industry, has come to the conclusion that government intervention is necessary to ensure the availability of advance-built sites of suitable quality and scale to encourage inward investments.

UK retailers are in the position of renegotiating their rents for retail space due to the overbuilding of the commercial property market. The 1990-91 recession has hurt retailers, but retailers are in their strongest position since 1981 to negotiate advantageous rents. For the first time since 1980, the Scottish national agent Ryden's Rental Index reveals a one percent decline in rents, although the fall in rentals is likely greater. Incentives have become widely available for tenants in Scotland.
