Article Abstract:

Liberia's registration of ships is second only to Panama. Ships that fly Liberia's flag pay both taxes and fees to that Africa country, resulting in about $18 to $20 million annually. This accounts for about one third of the government's annual budget. A history of this registration is provided in this article.

The new standard was approved by the International Telecommunications Union, which is an United Nations agency.
