Article Abstract:

The nascent East Asian bond market is showing signs of strength with the issuance of so called dragon bonds, which trade in Asian markets. In addition to the Asian Development Bank, which has issued three dragon bonds, foreign agencies are also tapping the market. However, most Asian investors still prefer equity, which offers a much higher and quicker rate of return. Underwriters also prefer equity because the fees are much more favorable. Furthermore, those Asian investors interested in bonds normally utilize overseas bond markets. The investment climate is changing, but slowly.

Hongkong & Shanghai Banking remains one of the most impressive and profitable banks in the world, but if faces huge challenges in the 1997 transition to Chinese rule. Its strategy has long been to maintain close ties to the government, thus getting the best information. It has always promoted people, from within and few near the top are Asian. After 1997, however, Bank of China and its subsidiaries will have the political edge. Hongkong Bank's holding company has been expanding overseas, but it has not made much of an effort to benefit from the Asian growth burst.

Accountants from Hong Kong are being invited to China to make inventories and audits of Chinese enterprises. China's liberal economic policies have made it necessary for Chinese businesses to refashion their redundant accounts to conform with western standards, in order to attract western investors. Hong Kong based accountants are, therefore, in great demand in China, but the financial logistics of hiring highly-paid accountants are still being worked out.
