Visitation rights: Clinton and Jiang agree on state visits

Article Abstract:

Plans for reciprocal state visits between the presidents of the U.S. and China, Bill Clinton and Jiang Zemin, have been announced for 1997-1998. The visits indicate an improvement in relations between the two countries and may help Jiang to remain in office for an additional five-year term, but could cause problems for either country. The interests of the two countries are not expected to coincide, but difficulties arise because neither leader has been able to clearly define and prioritize interests, so no coherent diplomatic strategy has been followed.

The Oct 23, 1995, meeting between US President Bill Clinton and his Chinese counterpart Jiang Zemin has Taipei worried about potential changes in the one-China policy and hence in Taiwan's triangular relationship. Beijing remains upset about Taiwan President Lee Teng-hui's US visit last June, and continues to apply diplomatic and media pressure on the US, where officials insist no new communiques on US-China relations are forthcoming. Taiwan's people, meanwhile, are focused on Jiang's suggestions of a meeting with Lee.

A case of nerves

Article Abstract:

US support for Taiwan is likely to increase following the declaration by Chinese defence minister Chi Haotian on a recent visit to the US that nobody was killed in Tiananmen Square in 1989. This comes at a time when US policymakers are seeking 'comprehensive engagement' with mainland China. Despite this, many US government officials have made a point of reassuring Taiwan. US secretary of defence William Cohen, for example, has endorsed the weapons-sales programme under the Taiwan Relations Act of 1979.
