Failure of prevailing regulatory mechanisms and market incentives in meeting the research and development requirements of firms is discussed. Rise in switching costs with increase in license prices, and its affect on advanced technologies with decreased switching costs is discussed.

A study finds that with increased demand for an input, downstream R&D lets the upstream firm increase its input price. While this will decrease the benefit of R&D for a downstream firm, it raises its rivals' costs.
