Article Abstract:

There are some 17 guerilla groups in Mexico, and the south of the country is affected by corruption, violence, poverty and illiteracy. Most guerilla groups are small and insignificant, but a few, such as the Zapatists from Chiapas, carry more weight. The Zapatists have developed a social base, while the Popular Revolutionary Army, which mainly targets soldiers and the police, is mainly a military organization. Guerilla groups could become more important if they were part of a wider revolt.

Efforts in Mexico to tackle corruption are examined in detail. The problem is linked to a long period of rule by one political party, the Institutional Revolutionary Party, low wages for officials, and an excess of bureaucracy.
