Article Abstract:

The re-election of incumbents is generally not permitted in Latin America, unlike Europe, where Helmut Kohl has been in power for almost 16 years. The rules are strict in Latin America, and have been modified only slightly. Latin Americans are mistrustful of the strength of their institutions. Popular presidents can seek a change in regulations, but whether this should be permitted should depend on whether there are strong enough democratic checks on abuse of power. Voters should assess whether this is so.
