The dominance of the personal sector is attributed to the high brand loyalty and consumer conservatism as well as the indispensability of disposable diapers and sanitary napkins.

Total market value in both countries, however, posted a 7.8% decrease during the review period, 1993 to 1997, despite the significant gains in 1996. Both markets also reported a 16.2% decline in real terms during the period. The significant decline in 1997 was attributed to the increased competition and the transfer of lower lower supply prices in the markets. Meanwhile, the positive performance in 1996 was boosted by the recovery in pulp prices.

Real value of the market, however, dropped 8.2% to $1,289 million between 1996 and 1997. Meanwhile, the nominal value decreased by 8.1% and by 15.4% in real value terms from 1993 to 1997. The overall decline in Benelux'es market for disposable paper products is attributed to input price volatility and increased competition.
