Pres Clinton deserves credit for persistence in obtaining $50 billion in loan guarantees for Mexico despite Congressional interference, as inaction could have devastated Latin American development. Mexican Pres Ernesto Zedillo must now reform his government and economy to prevent a reoccurance.

Mexico's current situation is much less serious than the '81-82 crisis, which required a concerted international banking rollover of the debt and interest of 17 nations. Mexico's 1994 illiquidity was a monetary policy error, not a harbinger of insolvency.

Pres Clinton is acting correctly by encouraging the Cyrus Vance and Lord Owen peace plan in Bosnia. NATO ambassador Reginald Bartholomew was a good addition to the team. Clinton's policy is that all parties must agree to a settlement in Bosnia.
