Pres Clinton's plans to raise $550 million by revising Western States' land use policy had to be abandoned after opposition arose. This and the successful Republican filibuster on his economic plan should indicate that Clinton will need to compromise on certain issues.

Pres Clinton's plans for deficit reduction include measures for raising user fees for federal lands to market rates. He and Secretary of the Interior Bruce Babbitt intend to raise $1 billion by raising livestock grazing fees and other land use charges.
