UN preparations for peaceful elections in Cambodia in May 1993 are not going according to schedule. The Khmer Rouge has ignored an agreement to disarm, signed in Paris in 1991. The UN is retaining its 16,000 troops, but does not know how to proceed.

UN peacekeeping forces need to be reinforced in order to complete the peace process despite Khmer Rouge violence. If the nation cannot be stabilized by the May 1993 election target date, then the UN should remain to prevent a Khmer takeover.

Akashi's UN office is effectively the government of Cambodia until new elections are held. The official Vietnamese installed government no longer wields any power. Election laws have been put in place to try to avoid violence.
