The Tories look for a leader

Article Abstract:

The Canadian Progressive Conservative party performed poorly in federal elections in 1993 and there was little improvement in the 1997 elections. The party could still form a government, but is seeking a leader. The party's share of votes cast was not reflected in seats won in the 1993 elections. Jean Charest was a possible leader, but he has left the party. Joe Clark is the main candidate, and Hugh Segal is his nearest rival. There are three further candidates, David Orchard, Brian Pallister and Michael Fortier.

Ottawa against the provinces

Article Abstract:

A dispute has arisen between Canadian central and provincial governments over social security. A surplus of 23.7 billion Canadian dollars have accumulated in unemployment insurance. The provinces are responsible for financing welfare and Medicare, with a cash contribution from the center. Post-secondary education and public health serices are under stress. Pension premiums from employers and workers have risen, and eligibility for unemployment benefit has become more difficult.
