That elusive Chinese spring

Article Abstract:

The US State Department has expressed concern about human rights in China, and US congressmen feel that votes can be gained by criticizing China on human rights, trade and other issues. China is concerned about US defense policy and links with Taiwan. There are questions as to the consistency of US policy toward China, and it may not be possible to be consistent when the problems are complex and China and the US are so large. There is also the possibility that President Bill Clinton is not always fully engaged with foreign policy issues, and may not fin them gripping.
