The United Kingdom government claims that its aim is to to simplify regulations, but in the cae of labor regulation, this has not been apparent. The new trade and industry secretary, Stepehn Byers, aims to simplify the European Union working time directive which was brought in by a previous minister from the Labor government. There are also plans to regulate employment agencies which account for over one in 60 of employees. Some planned changes are praiseworthy, but others are less so. The plan to end fees for placing temporary workers in permanent jobs is opposed by employment agencies.

Regulations from the United Kingdom Department of Trade and Industry could affect care of the aged and handicapped in their own homes. The regulations apply to employment agencies and the aim is to give holiday pay and other rights to workers who become employees, rather than self-employed. This means that the cost of their services rises, not only due to the regulations, but also because value-added tax will be charged. The measure will affect the ability of many people to live in their own homes, if they cannot afford to pay the higher charges.
