A referendum is planned in Italy on the country's electoral law. Referendums have been important in bringing about social change in Italy and have led to changes in abortion and divorce law. A referendum could help to bring about political reform. There has been some annoyance that there have been a large number of referendums which have not always led to change. Smaller parties tend to oppose changes which could erode their position in parliament. A referendum may seem a complex way to effect political change, but may be the most effective way, given the political situation in Italy.

Italians should vote for a new electoral system on Apr 18, 1993, to achieve, finally, some relation between voting and government. Corruption will be harder to break in the south, where the dominant Christian Democrat Party is strongly influenced by organized crime.
