Investors of dollar-denominated loans backed by US treasury bonds are baffled by the significantly higher yields offered by emerging market debt. Yields have risen to the point that those dealing in emerging marker debt have had heavy losses.

Article Abstract:

US state budgets are in trouble as a result of overspending and lower taxes than anticipated. Budget problems are weakening bipartisanship in the states, and could have an impact on state elections in 2002.
