Article Abstract:

The US and Europe could not agree on minimum capital standards for securities firms at the annual meeting of IOSCO, the international securities regulators organization. US SEC chmn Richard Breeden wanted the capital requirement for brokers to be 15% of gross holdings.

US policy in the Middle East is being delayed by the presidential election. Saudi Arabia and Kuwait are developing conflicts with Jordan and Qatar. Iran is rebuilding its military and Saddam Hussein continues to rule Iraq. The US must soon become involved.
