Indonesian armed forces chief Gen. Wiranto will have to face complex challenges for the armed forces, such as the impact of political reform on dwifungsi. Religious intolerance may be another test, as Wiranto initially appointed Maj. Gen. Johny Lumintang to replace the former president's son in law Lt. Gen Prabowo Subianto, but later moved Maj. Gen. Djamari Chaniago into the position after political pressure over the fact that Lumintang is a Christian. An immediate task is to resolve the military position on political reform.

Gen Raden Hartono was appointed the commander of the Indonesian army on Feb 7,1995. The appointment came as surprise to many in the military because the out-going commander Gen Wismoyo Arismunandar's deputy Lieut Gen Soerjadi was expected to take over. Hartono's links with Research and Technology Minister B.J. Habibie has also caused some concerns. President Suharto, who is past 70, is expected to try for another term. Hartono is seen as being particular about the army's human-rights record.

Indonesia's military has deep roots throughout civilian society despite President Suharto's efforts to lower its profile. That entrenchment may prove vital when the military attempts to maintain stability after Suharto departs, whenever that may be, and the government becomes more representative.However, civilian democracy remains poorly understood and weakly implemented nationwide, and the constitutionally-enshrined concept of dwifungsi will dwindle slowly if at all in the coming decades.
