Russia is stepping lightly with its fellow Commonwealth of Independent States, partly out of fear of antagonizing Ukraine, the other most powerful member. Negotiations on contentious issues with Ukraine have produced the basis for agreement, freeing Russia to perhaps start exerting more of its influence.

Under Pres Vladimir Putin, Russia is making slow but important progress in several areas of reform. In foreign policy, Russia is moving closer to the US, while economic reforms have included land reform and tax reform. However, major challenges include reforming the military and bureaucracy.
