Article Abstract:

The lingering infirmity of Russian Pres Boris Yeltsin has left the country without strong leadership at a very crucial time, especially in international matters. Expansion of NATO must be negotiated with Russia, as well as how to include it in a greater sphere of European cooperation.

The precarious state of Boris Yeltsin's health just weeks after his reelection has placed the government in a very unstable position. The roles of various ministers appointed by Yeltsin for the new government are not well defined and could cause conflict.

Post-operation Russia

Article Abstract:

Yeltsin has been guiding Russia in the right direction and hopefully will be able to continue after his heart surgery. He should upgrade the demoralized army, and his next step in market reform should be a new tax code. Legal reform is also needed.
