Research describing a model for the solution of problems in multi-hour service systems is presented. In particular the model addresses the benefits of the non-coincidence of demand varying across the day for cost minimization.

Article Abstract:
A study was conducted to characterize a novel solution for the bandwidth packing problem in telecommunications networks. A Lagrangean relaxation-based heuristic process was utilized to determine bounds and problem solutions. Computational analyses were then carried out on an array of instances. In addition, revenue loss and costs related with delay were considered in the study. Results indicated the efficiency of the solution in determining solutions for bandwidth packing problems.

A solution procedure was created to address the routing and capacity assignment problem in a backbone communications networks under time varying traffic conditions. The solution, which was based on the problem's Lagrangian relaxation, is effective for a wide array of traffic loads and cost structures. In the routing problem, specification of an upper limit on the mean link queueing delay in the network results to trade offs between link costs and response time to users.
