Peace after a 19-year civil war in Angola seems to be at hand as United Nations peacekeepers begin to enforce the peace, but the contradictory actions of rebel leader Jonas Savimbi may signify that peace will be difficult. Savimbi has lost much of his support, yet may rebuild his army.

UNITA leader Jonas Savimbi rejects his loss in the recent presidential elections in Angola, saying that the voting was rigged by his opponent Eduardo dos Santos. Dos Santos hopes that by inviting UNITA leaders into his government he can stop guerrilla action against him.

The National Union for the Total Independence of Angola (UNITA) has agreed to UN-sponsored peace talks with the Angolan government. The group is trying to win international sympathy but will only ceasefire if a new government is created.
