The Palestine Liberation Organization could be breaking up into opposing factions just as prospects for Palestinian statehood are as close as they have ever been. Radical fringe groups in Israel and within the PLO structure in Tunis are challenging Yasser Arafat's control.

After a year the Middle East peace talks have yielded little substantive accomplishment. There is still hope. The defeat of Yitzhak Shamir's hard line government in Israel means Israel may sacrifice some of its land to gain a lasting peace.
