Article Abstract:
The role of time in non-parametric efficiency analysis is presented in its methodological aspect. Free disposal hull and data envelopment analysis technologies are used to show how each observation in a panel of data can be efficiently measured against contemporaneous, sequential and intertemporal frontiers. The wide variety of ways in measuring nonparametrically efficiency, progress and regress of data gives one a better grasp of what these data contain and enables one to reach strongly founded conclusions.

Article Abstract:
A Data Envelopment Analysis to generate a regulation constrained minimum cost frontier is used to evaluate the relative performance of 20 pipelines. Results indicate that majority of the firms in the natural gas industry improve their technical efficiency and technical progress in most years during the late 1970s and 1980s. Majority of the reduction in productive efficiency resulted from scale diseconomies.
