No dong, no deal: corruption spreading rapidly in the north

Article Abstract:

Social and political shortcomings are responsible for the sweeping problem of corruption in Vietnam. Lack of laws and weakness in the legal system are blamed, along with insufficient pay for public servants. The plight of whistle-blowers, who frequently suffer for exposing graft, is aggravated by the government's reluctance to prosecute officials. The resultant public frustration has led to brash moves, including citizen arrest of local officials.

Look to the north

Article Abstract:

Laos is seeking to improve its relations with China. The primary motive for Laos' efforts to renew their ties with China is the fear generated by the fall of their communist allies in the former USSR. Lao leaders want to increase their country's trade ties with China. Additionally, they are looking towards China as a possible source of foreign aid. Laos is also bent on improving its relations with Thailand and the US.

Spreading fear

Article Abstract:

The adequacy of the existing safety precautions in the wake of a virtual nuclear-technology bazaar in Pakistan is discussed. Claims of successful handling of the Khan network and Libya's decision to abandon its quest for weapons of mass destruction are analyzed.
