The Charlottetown agreement on a new constitution for Canada may be defeated at the polls in Nov 1992. The agreement, which would grant some autonomy to Quebec, is not popular in Western Canada and even in Quebec itself. The dissolution of Canada could result.

Nine provinces of Canada have agreed on a constitutional reform, but Quebec Province did not attend the meeting and not is expected to ratify the proposal. Canadian Prime Minister Brian Mulroney has set no date for a formal meeting on the issue.
