Attempts at prison reform in Britain are often thwarted by the powerful Prison Officers Assn (POA), which is very protective of its working conditions. The Tories, who are equally as protective of their law and order image, are reluctant to publicly antagonize the POA.

Crazy about crime: paying for prisons

Article Abstract:

California has spent $5 billion over the past decade building prisons to keep up with the growing number of convicts. The problem lies in that the citizenry want more prisons so that more people can be locked up but they do not want taxes raised to pay for it.
