The North Atlantic Treaty Organization's international peacekeeping forces do not all follow the same rules of operation, often facing restrictions. In Kosovo peacekeepers from many of the countries would not engage in riot control.

Philippine mutineers end siege of mall after political faceoff

Article Abstract:

Some 300 Philippine soldiers staged a short-lived mutiny to protest the government of President Gloria Macapagal Arroyo. The soldiers occupied a major shopping mall in Manila before surrendering peacefully to government forces.
