Zimbabwean president, Robert Mugabe, is seeking to retain power, and there are doubts as to whether fair elections will be held as scheduled in May 2000. The economy has been hit by farm occupations encouraged by Mugabe to boost support for his ZANU-PF party. Respect for the law has suffered, as have race relations. High unemployment and inflation levels and a forecast of 2% economic contraction for 2000 have been attributed to corruption, though Mugabe blames natural forces, the World Bank and International Monetary Fund. There are fictitious names on the voters' roll and the counting process is lengthy and could be rigged.
