Article Abstract:

Most Britons expressed shock and dismay over the murder of the two-year-old Bulger by two other older children on Feb 12, 1993. Their fears about the moral direction of society are justified, but the Parliamentary move to lower the imprisonment age to 15 is no solution.

Non habeas corpus: the Supreme Court

Article Abstract:

The Supreme Court is weakening the law of habeas corpus by placing the responsibility of judicial decisions upon state courts. The Court recently upheld a state ruling refusing Coleman an evidentiary hearing in a federal court.
