A faction of the Khmer Rouge, lead by notorious strongman Ieng Sary has entered talks concerning the Khmer's participation in Cambodia's government. Khmers Rouges slaughtered millions of Cambodians during their regime, but their political inclusion may be the only way to end the long civil war.

Killings of ethnic Vietnamese in Cambodia have begun again. A treaty between Cambodian factions in Nov 1991 stopped the killings for awhile, but Cambodians see the Vietnamese as invaders and want to drive them out. On Mar 9, 1993, 38 Vietnamese were killed in a single village.
