Article Abstract:
The popular criticism against management theory is that practices applied in the private sector are unsuitable for government. This argument is not entirely true, but it is arguable that management theory has been applied indiscriminately to the public sector, where there are different models.

The Bank of Japan finally lowered the official discount rate to 2.5% months after it was speculated that they would do so. The delay in the central bank's action may have been because it was hoping to limit corporate political contributions.
