Japan's Ministry of Trade and Industry (MITI) is credited with initiating 'national plans' that manipulated business regulation, tax policy and government subsidies to protect Japan's trade interests. How a combination of government intervention and cooperation with industry worked is examined.

Article Abstract:

Japan's leather industry is insulated from competition through some of the nation's most blatant protectionist policies. Because of huge tariffs and quotas, foreign competition is practically nil. Japan argues such policies are needed to protect the industry's workers.

Japans' troublesome imports

Article Abstract:

Studies of price signals, tariff and non-tariff barriers, and close-knit industrial groups in Japan indicate that Japan does restrict imports. Japan generally imports goods that its industries do not excel in making.
