The business community of Russia is the victim of meddlesome bureaucracy. Entrepreneurs are often hassled by local bureaucrats and may be targeted with tax audits, intrusive inspections, punitive fines and may be forced to close as in the case of Marina Ivashina. President Vladimir Putin has backed Russian enterprise by repeatedly promising to remove administrative obstacles.

Russia, in pre-election (2008) anxiety is backing off from potentially unpopular economic reforms. President Vladimir Putin is barred from running for a third term by the constitution, however the elite are shoring up their power base to remain in place after the 2008 election.
