Statistics show that delays in the first six months of 2000 reflect an improvement in airspace capacity against the same period in 1999. Delays were brought back to 1998 levels despite the 6.6% increase in aircraft movements in 2000. Average delay per flight was at 2.9 minutes, in comparison to the 5 minutes per fight established during the Kosovo crisis in 1999. The improvement results from the work of the central flow- management unit which introduced several new measures aimed at increasing capacity in the busiest airspace sectors.

The China West Route opened in Jun 200 after a close cooperation between the Air Traffic Management Bureau of the Civil Aviation Authority of China, Arinc, Air Services Australia, Qantas, Airbus and Boeing. The route to Europe is supported by eight communications navigation and sureillance/air traffic management workstations in China which were installed by Arinc. An aircraft can fly the route using controller pilot datalink communications to exchange messages with Chinese controllers on the ground.

Article Abstract:
The European Commission (EC) has warned Spain and Italy for a discriminatory system of landing fees favoring their national airlines. Spain provides its airlines with discounts on landing fees ranging from 9% to 35%, depending on the number of landings. Thus, non-Spanish airlines are assured of paying higher fees. The EC has threatened Spain of court action if it does not come up with an acceptable solution until Nov 2000.
