Around a fifth of the population of the world, or 1.2 billion people, survive on under $1 per day, and the Cologne Initiative aims to increase and speed up debt relief for poorer countries. The plan is geared to Heavily Indebted Poor Countries, or HIPCS. Initial efforts to tackle the problem were too slow. There should be 33 countries benefiting from the new plan, compared with 26 countries benefiting from the old plan. Aid should be geared to countries with sound economic policies if it is to be effective
