How far can you trust the people?

Article Abstract:

Oregon and a number of other states in the US west allow citizens to draft petitions which voters may be asked to decide on in referenda, if enough signatures are obtained for the petition. Bill Sizemore is a successful petitioner and he uses paid signature collectors. Ordinary individuals cannot expect to collect enough signatures for a referendum. There are some problems with the system such as poorly drafted petitions, and the ability of petitions to affect the state's budget if voters accept them. Voters may also not see the implications of their decisions, but this could change as voters learn new skills.

Building the perfect citizen

Article Abstract:

The Kettering Foundation employs some 20 people in Dayton, Ohio, and aims to promote deliberative democracy. The president of Kettering, David Matthews, believes that ordinary people should be empowered by being encouraged to ponder public policy in greater depth. The foundation promotes public discussions and produces booklets. Single issues may trigger a response from ordinary people, but it may be optimistic to hope tat citizens can become involved in all aspects of public policy.
