The results of the election in Vietnam's National Assembly for the new cabinet only served to maintain the cumbersome bureaucracy as only four old ministers were replaced and several state committee chairmen along with other positions such as the governor of the state bank were upgraded to ministerial status. The assembly also elected Gen Le Duc Anh as state president and Nong Duc Manh as chairman and re-elected Vo Van Kiet as premier. These results show continuity rather than change in economic reform policies and ties with non-communist countries while sustaining control over domestic politics.

Buddhist monks agitating for more freedom continue to trouble Vietnam's government. After quelling a rebellion in central Vietnam, it faces new trouble in the south. Thich Hanh Duc, head of the Son Linh pagoda and a member of the banned Unified Buddhist Church, was arrested with supporters for 'creating social disorder.' Members of the government's Vietnam Buddhist Church support the actions. Accounts of the arrest and surrounding incidents differ.

Article Abstract:
In its bid to join the World Trade Organization by 2005 and to bring more foreign investors to Vietnam especially United States' investors, it will have to take many corrective measures on the political and economic spheres like cutting red-tape, upholding rule of law, maintaining a good track record on human rights, giving religious freedom, providing market access to European states etc.
