The century-long function of Hong Kong as a safe haven for defectors from China is expected to end in 1997 when the colony returns to Chinese control. During that period the Chinese have sometimes ignored the defection of some dissentors via Hong Kong, particularly when events have been kept quiet, but there have been confrontations between the colony and the Chinese government when the situation has attracted publicity. If Hong Kong does take dissidents in future, the Chinese may still ignore the situation as their departure from China may make them less important than if they remain.

China has become more confident about its understanding of capitalism and this could create problems for Hong Kong. China previously recognised that it did not have the expertise to run Hong Kong. The idea of one country with two systems was seen as a way of reuniting Macau, Taiwan and Hong Kong without disrupting their legal, economic and social systems. China has become less willing to accept an independent judiciary, free press and lack of politicization in the civil service in Hong Kong. Yet these factors have helped entrepreneurship in Hong Kong.

Article Abstract:
There is a need for great sensitivity in the relationship between Hong Kong Chief Executive Tung Chee-hwa and the Chinese administration. Hong Kong seems to be unwilling to take action which appears to be politically-based, rather than economically-based, but there are many cases in which politics and economics cannot be separated. It is now vital that Hong Kong overcomes its fears about matters associated with politics and makes use of political as well as economic analysts.
