Russia's parliament passed a budget and the central bank announced the withdrawal of all pre-1993 bank notes while Pres Yeltsin and finance minister Boris Fedorov were away. The perpetrators then blamed the unpopular moves on the reformers. Prospects for further reform are analyzed.
