The Federal Deposit Insurance Corporation Improvement Act requires that regulators intervene when a bank's capital becomes dangerously low. This can protect banks and customers from banking failures. But the law inhibits growth by not allowing banks to enter into related businesses across state lines.

Article Abstract:

Governor Don Brash of the Reserve Bank proposes that the bank withdraw from its central banking role and allow the industry to regulate itself. Under his plan the Reserve Bank would continue to ensure that banks are properly registered.
